Deborah Howard was appointed the Title IX Coordinator at Virginia State in October 2017.
As Title IX Coordinator, Howard develops policies and procedures to ensure compliance with Title IX of the Education Amendments of 1972, the Jeanne Clery Disclosure of Campus Security Policy and Campus Statistics Act as amended by the Campus SaVE Act and related reporting and disclosure laws concerning campus safety, the Violence Against Women Act (VAWA), and the Safe and Drug Free Schools and Communities Acts.
Howard is a member of the Virginia State University President's Advisory Board for LGBTQIA Inclusion, the State Council of Higher Education in Virginia Sexual Violence Advisory Committee Safe Zone Trained, and she has been a member of the VSU Staff Senate since 2018. She also has a Level III Certification in the Victim Assistance Specialist from the state of Maryland.
In addition to being Title IX Coordinator, Howard has served as the Chief Learning Officer of CIMA Associates (Glen Dale, MD) since April 2013. As Chief Learning Officer, Howard provides management, staff, leadership and organizational development consulting services to small businesses, non-profit organizations and educational institutions and creates customized professional development programs.
Prior to joining the Trojan family, Howard was the Workforce Development/Continuing Education Instructor at Prince George's Community College from 2017 to 2018. Howard also spent 10 years (2006-2016) as the Clery Compliance Coordinator- Deputy Title IX Officer / Legal Studies-General Ed Department Chair of Kaplan Higher Education.
Howard served the Metropolitan Police Department (Washington, DC) for over 22 years from 1983 to 2005, serving in various patrol, investigative, supervisory, and command positions.
Howard is also a Reviewer for the Journal of the National Medical Association (JNMA) and the Oxford University Press, an Assistant Editor for the Victim Services Professional Network (VSPN) Newsletter.
Howard earned her bachelor's in organizational leadership/management and her master's in management from John Hopkins University.
